Alleged DC area pastor accused of fraudulently obtaining a $ 1.5M PPP loan

A suspected DC Area pastor is in trouble - he was arrested for cable fraud after federal investigators alleged he submitted false tax documents to obtain a $ 1.5 million Paycheck Protection Program loan.

A suspected DC area pastor is in trouble - arrested for cable fraud after federal investigators alleged he filed false tax documents to obtain a $ 1.5 million Paycheck Protection Program (PPP) loan.

The Covid19 Aid Loans, known as "PPP Loans", became available through the CARES 2020 Act to help troubled business owners with the pandemic.

According to federal investigators, 45-year-old Rudolph Brooks Jr. owned a company called Cars Direct by Gavawn HWD Bob's Motors. Cars Direct is a company that buys and sells cars. Authorities say Brooks' business fell into disrepair in October 2012 and that Brooks revived it in late May 2020 after it was approved for the $ 1.5 million in early May.

Investigators allege Brooks forged tax documents and that both Maryland State and IRS records never showed his company hired people, pays wages, or pays unemployment taxes.

Brooks allegedly deposited the PPP loan money into his own account and used it to purchase 39 used luxury model cars. These included a 2017 Mercedes Benz, two 2017 Infinity Q50s, a 2015 Cadillac Escalade, a 2005 Bentley Continental, a 2018 Tesla Model 3, according to the federal complaint.

The Tesla Model 3, allegedly in Brooks' name, was among the items confiscated with arrest warrants. Investigators also say they seized nearly $ 2.3 million from 11 bank accounts and believe Brooks tried to get two more COVID19 relief loans.

If convicts Brooks could face a maximum sentence of 20 years in federal prison, officials say penalties for federal crimes are typically lower.

Several Christian outlets identified Brooks as the pastor of a church called the Kingdom Tabernacle of Restoration. A neighbor said he did not know where Brooks was preaching but knew he was a minister. YouTube videos show the man, whom the neighbor identified as Brooks, preaching to a smaller congregation.

FOX 5 went to the possible northeast DC address for Kingdom Tabernacle of Restoration and found an empty lot under construction. We also went to the suspect's house which is the same address given for his business. We found an abandoned looking house that appeared to be under construction as well.

Neighbors say a fire damaged the house and that the house has been in the same condition for about a year as contractors show up and go. The same neighbors say they are frustrated with the owner and tried to get him or the county to bring up the property.

FOX 5 made multiple calls to the people connected to Brooks. Nobody replied to this report in time.
